Stephen Seibly
President
Since joining the company as an estimator in 1995, Stephen has been committed to the success of F&H Construction. Stephen focuses on overall corporate strategy with the primary emphasis on client relationships and initiatives within the construction industry. Together with the management team, he develops, implements, and directs business development. He ensures satisfaction by maintaining client relations, project integrity, and accurate costs. As President, he establishes project objectives, policies, procedures, and performance standards for the company. In conjunction with his team at F&H, Stephen coordinates all projects from conception through completion, continuously striving to exceed our client’s expectations.
Prior to joining F&H Construction, Stephen worked for his family’s masonry business. He graduated with a Bachelor of Science degree in Construction Management from California Polytechnic State University, San Luis Obispo.
Harold Jones
Chief Financial Officer
As the Executive Vice President and CFO of F&H Construction, Harold’s responsibilities include managing the objective methods and resources of short- and long-term financial goals of the company. He makes recommendations on policies and procedures relating to financial forecasting and business practices to the Board of Directors. He also manages and directs all accounting, budgeting, and financial operations. Harold joined F&H Construction in 2005 with 30 years of financial management experience.
Harold has a Bachelor of Science Agricultural Business Degree from California State University, Fresno, and attended Humphreys University in Stockton taking accounting, business, and law courses.
Dan Blackburn
Hawaii Division Manager
Dan commands all aspects of operations and project management for the Hawai’i Division. He manages direct day-to-day activities of the division office and field staff, in line with established policies, practices, and procedures of the corporate office. He oversees performance of construction contract commitments to ensure profitability and timely execution of work. Dan provides excellent leadership and long-term vision to the growth of the division throughout the State of Hawai’i.
When Dan joined F&H Construction in 1992, he worked in California but as business grew in Hawaii, he took the leadership role as Hawaii Division Manager in 2001.
Samantha Thomas
Human Resources Manager
Samantha joined F&H Construction in 2003 and currently serves as the Human Resources Manager. She brings over two decades of experience in talent acquisition, employee retention, compensation and benefits administration, and the development and implementation of HR policies and procedures. Samantha plays a key role in supporting leadership by developing training programs and maintaining strong employee relations to attract and retain top talent.
She holds a Bachelor of Science in Business Administration with a concentration in Finance from California State University, Stanislaus (Turlock, CA), and a Human Resource Management Certificate from Villanova University. She is also certified as a Professional in Human Resources – California (PHRca) and a SHRM Certified Professional (SHRM-CP).

Joe George
VP of Preconstruction Services
Joe is a third-generation member of F&H Construction with 24 years of experience in the construction industry. He started as an apprentice carpenter and advanced through various roles, including journeyman carpenter, foreman, superintendent, and general superintendent, before becoming an estimator. His extensive field experience enhances his estimating expertise. Joe is supported by a skilled team of estimators throughout the preconstruction and estimating phases.
Susie Turpin
VP of Project Management
Susie is highly skilled in all aspects of project management with a successful track record in managing complex scopes, phased construction, and challenging schedules. In 2003, she started her career at F&H Construction as a Project Engineer and is now the VP of Project Management. With her extensive knowledge in the construction field and strong leadership skills, she serves as a strong support resource for construction personnel. Susie also excels at guiding Clients smoothly through the design and delivery process.
Susie has a Construction Management Certificate from the University of California, Davis.
Daniel Hoff
Design-Build Manager
Daniel joined F&H Construction in 2010 and currently serves as Design Build Manager. He specializes in delivering projects through design-build and lease-leaseback procurement methods. His approach emphasizes early collaboration among owners, designers, and builders to create a shared vision and achieve successful project outcomes.
He is passionate about transforming the owner’s vision into functional, high-performing facilities that exceed expectations. He has developed and implemented internal programs that support effective design-phase management, allowing for seamless integration of stakeholder input throughout the planning process. His leadership has contributed to the successful delivery of numerous complex projects across a variety of sectors.
Daniel holds a degree in Business Administration and Economics, which guides his strategic approach to project planning, budgeting, and execution. His commitment to client satisfaction, attention to detail, and deep understanding of collaborative delivery methods make him a valuable asset to the clients we serve.
Brendan Corbett
Project Manager
Brendan Corbett joined F&H Construction in 2015 and currently serves as a Senior Project Manager, bringing more than a decade of experience delivering complex public and private sector projects throughout California. He is highly skilled in all aspects of project management, with a proven record of maintaining consistent profit margins while improving design efficiency, constructability, and overall project reliability.
Brendan manages projects from preconstruction through closeout, overseeing budgeting, subcontract negotiation, schedule development, cost control, and coordination between field teams, subcontractors, and clients. His experience spans a wide range of project types, including K–12 and higher education facilities, animal shelters, detention facilities, office and industrial buildings, alternative energy projects, and design-build delivery. Prior to joining F&H, he worked in the alternative energy and wastewater treatment sector following his graduation in 2009.
He has successfully led large-scale projects such as the San Mateo Animal Shelter Replacement, the San Luis Obispo Animal Services Facility, and multiple county detention and infrastructure projects. Known for his disciplined approach and collaborative leadership style, Brendan maintains strong client relationships while ensuring construction is completed on schedule, meets or exceeds established quality and safety standards.
Brendan holds a Bachelor of Science degree in Civil Engineering from the University of California, Davis, and is a LEED Accredited Professional with a Building Design + Construction specialty.
Sean Horman
General Superintendent
Sean joined F&H Construction in 2019 as a Project Superintendent and was promoted to General Superintendent in 2022. In this role, he oversees all field operations and provides leadership to F&H’s team of Project Superintendents, ensuring consistent execution, safety, and quality across projects. He has established company-wide standards for pre-construction coordination and field meetings and plays a key role in mentoring superintendents in scheduling, communication, and leadership development. His more than 20 years of experience in delivering K–12 DSA projects, he brings a disciplined, solutions-driven approach to occupied-campus construction while maintaining a strong focus on client satisfaction and operational continuity.
He began his construction career in 2005 through the Carpenters Apprenticeship Program, gaining hands-on trade experience that built a strong foundation for his leadership in construction management. His field-first perspective continues to guide F&H’s commitment to safety, quality craftsmanship, and reliable project delivery.
